  Development Cooperation Ireland (DCI) is the Government of Ireland's programme of assistance to developing countries, an integral part of Irish foreign policy and based in the Department of Foreign Affairs.

  Target Countries:  <back to top>
  Direct funding is provided to programmes and projects targeting basic needs in the following seven priority countries: Ethiopia, Lesotho, Mozambique, Timor Leste, Uganda, United Republic of Tanzania, Zambia. Next to the named priority countries, bilateral aid is provided for these additional programme countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kosovo, Macedonia, Moldova, Romania, Serbia and Montenegro, Palestinian Authority, Russian Federation, South Africa, Zimbabwe. Other countries eligible for DCI support are Angola, Iraq, Liberia, Malawi, Sierra Leone.

  DCI is especially committed to human rights and fairness in international relations, and has the objective to contribute to peace and poverty reduction through sustainable development. DCI's development cooperation follows the Millennium Development Goals.

  Priority sectors:  <back to top>
  Within the Sector Wide Approach framework, DCI concentrates on the sectors of education, health, agriculture and food security, water and sanitation, infrastructure and roads, trade, and good governance. However, as DCI recognizes that the causes for poverty are multiple, it considers openness to cross-sectoral activities as essential, and emphasizes the following cross-sectoral issues: gender, governance, HIV/AIDS, the environment.

  DCI is strongly supporting the transition from the Project to the Sector Wide Approach. Furthermore, it provides general budget support. It emphasizes the importance of local ownership of the development activity.
