Athabasca University Open Courseware

The Open Courseware site at Athabasca University offers its courses online open for anyone. Athabasca University is a recognized online and distance learning university in Canada.

BCcampus OpenEd (Open Textbook Collection)

Find free and open textbooks from its Open Textbook Collection. There are several textbooks that are original creations or major adaptations of existing works, funded by and published by BCcampus.

CC Search

Search openly licensed (creative commons) content across different platforms offering multimedia content such as video, audio and images (e.g. YouTube, Wikimedia Commons, etc.)


Create, share and explore K-12 contents.

Digital Green Community Videos

Provides more than 5,000 (in 2017) locally relevant community videos in more than 50 languages. Contents are mostly from India. Categories of the videos include Agriculture, Animal Husbandry, Health and Horticulture.

DOER - Directory of Open Educational Resources

Gives access to OER collections provided by Commonwealth educational institutions, one of the collections is in the area of Technical and Vocational Skills Development (TVSD).

Foothill - De Anza Community College District: Sofia

The Sofia open content initiative gives access to a handful of free and open college-level courses. Each course includes syllabus, schedule, lessons, assignments, exams and resources.

GIZ Crystal e-Learning

Browse and download free occupational training materials. The ‘Online library’ menu option contains a collection of articles covering a wide range of training subjects. In total, the library contains over 370 textbooks.

Google Search, filtered for "free-to-use" content

Google search offers an easy way to limit your search to openly licensed images: On the image tab you can click on the "Tools" button and filter by "usage right" e.g. pictures of welding that are open for reuse. But you can also limit any other Google search in such a way that only materials that are made available under open licenses (including OER) are shown. Here's an example of such an advanced search for welding related resources that are "free to use or share": Welding resources (see bottom, "narrow your results by usage rights"). Note that the filters are aligned with the Creative Commons (CC) license scheme.

Jorum (Jisc)

The service offers learning and research resources across the higher education, further education and skills sector. One outstanding TVET resource is the “Hairdressing Training”, featuring curriculum mapped hairdressing and barbering resources, created for and by further education and skills practitioners, featuring video tutorials and step-by-step guides.

Khan Academy

Offers learning materials for K-12 and higher education, directed at learners, teachers and parents. Practice exercises, instructional videos and personalized learning dashboard service offered.

Learning Design Tool Australian Flexible Learning Framework

LDT is a tool where you can design your own learning materials with the support of its guideline. Browse through its “Resources” and “Templates” to aid your creation of learning design.


Study the subject in different forms of materials. Offers different servers regarding the topic: Chemistry, Biology, Geosciences, Mathematics, Statistics, Physics, Social Sciences, Engineering, Medicine, Agriculture, Photosciences, and Humanities.


Browse and learn from the MERLOT materials with its learning items and exercises. MERLOT is a curated collection of free and open online teaching, learning, and faculty development services contributed and used by an international education community.

MIT OpenCourseWare

Browse free and open publication of materials from thousands of MIT (Massachusetts Institute of Technology) courses, covering the entire MIT curriculum.


Offers open educational resources for secondary school level in Norway. Vocational contents can be found under the “Content” category.


Teach and learn psychology for free. A platform specialized in the context of Psychology.

National Science Digital Library (NSDL)

Collection of open resources specifically focused on STEM (sciences, technology, engineering, and mathematics) area.


Learn, copy and download NPTEL’s 900+ science and engineering courses.


Browse the Commonwealth of Learning’s online institutional repository for learning resources and publications. Relevant materials can be retrieved by clicking the Technical and Vocational Skills Development (TVSD) link, located under the subjects Tab.

OER Commons

Public digital library of OER at a variety of levels and subjects. Allows educators to explore, create, and collaborate with each other to improve curriculy. The platform offers an authoring tool to help build OER and combine them in the form of lesson plans and courses.

Open Educational Resources (OER) Africa

Browse OER created by African institutions of higher education. OER Africa supports higher education institutions across Africa in the development and use of OER.

Open Learn

OpenLearn provides numerous courses in different sectors. “Skills for work” and “Skills for study” are found under the “Skills” category. Examples of vocational training course: My career goal: Nail technician, Manufacturing

OpenLearn Create (LabSpace)

Offers free and open courses for online and offline use and allows users to create, publish and share their own free courses in areas like "Skills for work", "General Life skills", "Skills for learning", or "Workforce Development. Some examples of skills training: Caring for adults, Computing for Schools – Communication and Networks, and Health Education and Training (HEAT - training courses for healthcare workers across sub-Saharan Africa)

Open SUNY Textbooks

SUNY’s OER service allowing students to freely and openly access to its textbooks. It supports the development of new, original low-cost learning materials. The materials are constantly created and shared, being it openly-licensed. The contents of the textbooks vary.

OpenStax CNX

Serves as an online library containing educational materials at all levels, from K-12 to higher education.

Open Textbook Library

Access and download textbooks in different subjects. Freely use, adapt and distribute.

PhET Interactive Simulations

PhET offers interactive simulations for Science and Math developed on the basis of education research. The intuitive and game-like environment encourages students to learn through exploration and discovery.


Search, view and download educational and learning objects in different formats. The contents are created by the MECD and contributors of the educational community.

Saylor Academy

Learn from its free, online, and self-paced courses. Offers nearly 100 full-length courses at the college and professional levels.

Skills Commons

Browse through a comprehensive collection of workforce training materials created by over 700 community colleges across the United States. College course materials like lecture presentations and syllabus can be found. It is organized according to US Standard Occupational Classification (SOC) codes.

Smart Study

Contains over 1000 open textbooks and learning resources for all subjects in high school and college level. “Study & Writing Tips for Smart Students.”


TED-Ed Original lessons feature the words and ideas of educators brought to life by professional animators. The videos are accompanied by quizzes, additional resources and discussions.

TESDA Online Program (e-tesda)

Provides technical education and skills development services to a broader audience/wide range of users/all learners at a lesser cost. Offers vocational training courses such as Housekeeping NC II and Massage Therapy NC II.

The Orange Grove

Online collection of textbooks and educational materials available to students for free. Textbooks are available for a range of courses, from Precalculus to Oceanography to English Composition.

TVET Academy

The TVET Academy offers entire courses of TVET related instructions and guides by way of video and pdf files. The amount of available training contents vary depending on country and theme. (The service is in development, some of the links under the tab "Area of activity" are not yet available).

UNESCO-UNEVOC Learning and Working campaign

This set of short films created by UNESCO-UNEVOC shows mostly traditional techniques and skills (such as working with metal, wood, cement, pottery, or using small machines or needle & thread) in Haiti. The Skills Development Package “Learning and Working” was produced with the intention to motivate people living in adverse economic conditions to enroll in technical and vocational education and training courses and take up self-employment activities in order to improve their economic situation.


Upload, share, discover, and download videos to the platform. A video management tool allows for uploading high quality videos and assigning open licenses. The search tool offers a filter to find videos according to the license applied (click on "more filters" on the left for that function).


Browse and edit open-content textbooks. Wikibooks has two sub-projects; Wikijunior for children until age 12 and the Cookbook a collection of recipes and culinary topics.

Wisconsin Online Resource Center

Offers contents ranging from corporate learning solutions to instructional programs. Wisc-online offers several technical learning materials like; barber/cosmetology, aeronautics and welding.

XPERT (Xerte Public E-learning ReposiTory)

Browse open educational resources with its search engine.

Offers a substantial range of e-learning content. Vocational training contents can be found under the “Vocational” section. Example: Hair and Beauty and Catering and Hospitality.


YouTube is an ever growing video platform. While most of them have little education value, there are still many videos that have the potential to be used for educational purposes, some of them openly licensed and thus legally downloadable. You can select to search for "Creative Commons" licensed videos by clicking ‘filter’ (top right) when a search result is displayed.
