UNEVOC Sub-regional Inception Seminar

on Tools and Methods to Innovate Policy, Curricula and Management of TVET Programmes

Sixteen vocational educators from selected UNEVOC Centres from eight countries from the Horn and to the Southern part of Africa participated in a UNEVOC Network inception seminar in Lilongwe, Malawi, 26-28 September 2006. Conducted by UNESCO-UNEVOC, the seminar was organised with the assistance of the Malawi National Commission for UNESCO. It was opened by Malawi’s Minister of Education and Vocational Training. His speech drew attention to the importance of improving TVET and strengthening TVET as an integral part of lifelong learning.

Participants at the seminar considered change processes and innovations required for policy, curriculum and management. In this regard, the importance of effective and strong UNEVOC Centres and networks was stressed.

Concerning the change process, the main focus was on tools and methods to innovate TVET policies, curricula and management. Participants discussed how these can be jointly produced by UNEVOC Centres and shared through the UNEVOC Network. Suggestions for tools and methods such as guidelines, models, peer group review, SWOT analysis, case studies, exemplar materials, etc. were treated. Cooperation on these matters can, for example, result in the rapid development of suitable models, guidelines or case studies.

Participants at the seminar also examined the challenges faced by vocational leaders and planners in the innovation of TVET. Experiences on how to successfully tackle challenges were told.

Complementary to the consideration of the tools and methods was an exploration of ways to. The themes related to curriculum, policy and management.

At this seminar, three thematic clusters were formed according to the participants’ experience and knowledge. The clusters focus on curriculum, management and policy development. Thematic clusters in the UNEVOC Network intensify networking and communication around shared concerns and issues and areas of specialisation. Based on these shared concerns and issues, the clusters cater to particular needs and expectations of the UNEVOC Centres. At the seminar, initial work by the three clusters produced project outlines.
