Needs Analysis for Training, Capacity Building and Skills Development
The workshop Needs Analysis for Training, Capacity Building and Skills Development in the Water and Sanitation Sector in Vietnam (Ha Long, Vietnam, 3 - 5 December 2006) was organised jointly by UNESCO-UNEVOC, InWEnt Capacity Building International, the Norwegian Institute for Water Research (NIVA), and the Vietnamese UNEVOC Centre with the aim to assess existing training programs, past and present achievements, and to undertake a needs analysis for capacity building and training in the water supply and sanitation sector in Vietnam at the TVET level. The outcomes of this workshop are the basis for the elaboration of a project proposal on ‘Poverty Alleviation in Urban and Rural Areas of Vietnam: Capacity Building and Skill Development to Enhance Employability in the Water and Sanitation Sector. The project will address the lack of adequate training of technicians and other occupation groups in the water and sanitation industries in Vietnam. This is necessary to achieve improvements in quality of life in various urban and rural areas where on-going problems of water pollution, impure water supplies and inadequate wastewater treatment adversely affect the health and economic well-being of communities. The project will provide organisational and technical capacity development in the water and sanitation sector in Vietnam through the development of a qualified workforce and institutional strengthening to achieve greater accessibility and equity to water supply and sanitation.
