El sistema o modelo de la formación dual tiene sus raíces en Alemania y se considera que contribuye a incrementar las oportunidades de empleo de los jóvenes alemanes.
Asistieron al seminario representantes de 20 países, entre ellos delegados del Ministerio Federal de Educación e Investigaciones (BMBF, siglas en alemán), del Consejo Alemán de Ciencia y Humanidades, de la Universidad Friedrich Alexander (FAU, siglas en alemán) de Erlangen y Nuremberg, de la empresa SIEMENS en Nuremberg y del Parlamento Hanseático. Este seminario fue organizado conjuntamente con el BIBB (Instituto Federal de la Formación Profesional alemán).
